In the autumn of 1827, the Greek Revolution was dying. Ibrahim ruled over the entire Peloponnese, while the Turkish army, under Kioutachis (Resid Mehmed Pasha) had destroyed nearly all centres of revolution in Roumeli (Central Greece) and only a limited number of Greek positions were unaffected. The only chieftains that had kept the Struggle alive effectively during the previous months were Theodoros Kolokotronis in the Morea, and Georgios Karaiskakis in Eastern Central Greece. The Hydra government had been brought to an impasse and was anxious to find ways to keep alive the Greek effort to shake off the Turkish yoke. The English officers Richard Church and Lord Thomas Cochrane had been appointed in its service, assuming the command of the army and fleet respectively.
